ABSTRACT: Disability benefits have undergone significant changes in the face of the Social Secutiry Reform, which gave rise to Constitucional Amendment nº 103/2019. Stating with the nomenclature, thus replacing what called sickness benefit and disability retirement, now for temporary and permanente disability benefit, in addition to the criteria for calculating the initial monthly income. All this modification resulted in its concession in period of global social instability. This is because, months after aforementioned constitucional amendment, the whole world is suffering the effectis of the COVID-19 pandemic, with changes all sectors os society. It should be said that it was no diferente in relation to the National Institute of Social Security, in view of the granting of disability benefits, having the need to implemente its entire digital system, wth changes in all sectors of society. In this scenario, mediationis is of crucial importance as a way of solving many cases to be resolved at the a administrative level, meeting the movement for disjudicialization, and it may well have its applicability within the scope of cases brought to the Institute Nacional of Security Social anf if implemented, generate effectiveness in the analyses of these benefits in favor of the insured in relation to disability benefits, in an a administrative contexto, based on a historical-bibliographic research, aiming at a chieving and implementing better quality in the provisiono f services of the State, inrelation to all insured a affected by some temporary or permanente disability.
